On April 4th, the Standing Committee of Jiangsu Yancheng Municipal Committee held a meeting to study the next stage of disposal of the “3·21” special major explosion in Xiangshui, the safe production of Yancheng, the improvement of chemical industry, and the transformation and development of chemical parks.
The meeting pointed out that it is necessary to completely eliminate the small chemical industry with low safety factor and serious pollution problems with the will and determination of the strong men. The meeting carefully studied the Xiangshui Chemical Industry Park and the comprehensive management of the chemical industry in the city, decided to completely shut down the Xiangshui Chemical Industry Park, and included Chenjiagang Town as a pilot project to improve the housing conditions of the peasants in the city, “Ten Towns and 100 Villages”, and accelerate the realization of rural revitalization.
At 14:48 on March 21, Jiangsu Tianjiayi Chemical Co., Ltd. (hereinafter referred to as "Tianjiayi") in Xiangshui Chemical Industrial Park exploded. As of March 27, the accident has caused 78 deaths and more than 600 people were injured to varying degrees. The accident spread to 16 surrounding companies, and all enterprises in the incident have been discontinued.
On March 23, the State Council’s Jiangsu Xiangshui Tianjiayi Company’s “3·21” special major explosion accident investigation team held its first plenary meeting. The meeting pointed out that the problems exposed by the accident are very prominent, indicating that some localities and enterprises in Jiangsu Province are not serious about the painful lessons of past accidents and improving safety production. They are not serious, do not take solid forms, go through the scenes, and the accident enterprises are continuously investigated and notified. He was fined, and the relevant person in charge of the company was still seriously violating the law and breaking the rules, and he did his own thing, which eventually led to a tragic accident.
On April 1st, the General Office of the Jiangsu Provincial Government issued the “Jiangsu Chemical Industry Remediation Improvement Plan (Draft for Comment)” (hereinafter referred to as the “Proposal” draft for comments), indicating that Jiangsu Province intends to optimize the planning and layout of the chemical industry. Reducing chemical production enterprises within 1 km on both sides of the Yangtze River tributary, environmentally sensitive areas, urban densely populated areas, chemical parks, and below scale.
